Mandatory Completion of Additional Fields in Cargo Manifests

As part of improving the quality of maritime shipping data and enhancing integration with relevant entities, Saudi Ports Authority (MAWANI) confirms the following. Please find the English version of the circular below.

1. Circular No. (9) of 2025 regarding the regulations for the advance submission of data for goods arriving at seaports.
2. Circular No. (5) of 2024 regarding the mandatory inclusion of data for importers while submitting manifests.
3. Circular No. (1) of 2023 regarding the implementation of the port operational regulations.

Instructions:
In its commitment to improving the quality of maritime shipping data and enhancing integration with relevant entities, and with the aim of improving and expediting port operations, the Saudi Ports Authority confirms that, effective May 1, 2026, shipping agents are required to do the following:
1. Entering the HS code (global HS code) for the first six digits/ fields of each shipment in the import cargo manifest.
2. Enter the cargo size data within the cargo manifest (export, import, transshipment).
3. Specify the type and details of the hazardous goods.

The Authority also emphasizes that failure to complete and/or the inaccuracy of the aforementioned data will result in the rejection of the manifest, and regulatory procedures will be applicable against violators.
